The wars not only destroyed the lives of hundreds of thousands of Liberians, but eventually spilled into neighboring Sierra Leone and C\u00f4te d\u2019Ivoire. And yet for all of the victims of horrendous atrocities, only in Sierra Leone was there at least some degree of accountability for those responsible for so much suffering \u2013 through the efforts of a UN-backed hybrid tribunal whose jurisdiction was limited to crimes in Sierra Leone. In Liberia itself, the perpetrators of horrific crimes were never held accountable, neither at the domestic level nor at the international. Years went by and those that committed the crimes seemed like they would literally \u201cget away with murder.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\">Depuis quelques ann\u00e9es, la soci\u00e9t\u00e9 civile s'est mobilis\u00e9e pour mettre fin \u00e0 une telle scl\u00e9rose. Il y a des proc\u00e9dures en cours en Suisse, en France, et aux \u00c9tats-Unis. Il y a d\u00e9j\u00e0 eu deux condamnations aux \u00c9tats-Unis pour fraude \u00e0 l'immigration en tenant compte des crimes de guerre commis par l'accus\u00e9 au Liberia. Aujourd'hui la Finlande m\u00e8ne ce combat \u00e0 un autre niveau qu'il faut saluer.<\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\">D'une part la Finlande a engag\u00e9 une proc\u00e9dure pour la responsabilit\u00e9 p\u00e9nale individuelle d'un citoyen Sierra-l\u00e9onais dans des crimes commis entre autres au Liberia. Parfait exemple de la comp\u00e9tence universelle \u00e0 l'\u0153uvre.<\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\">D'autre part la justice finlandaise va se d\u00e9placer pour des auditions aussi bien en Sierra Leone qu'au Liberia. La toute premi\u00e8re proc\u00e9dure p\u00e9nale qui va prendre place dans la soci\u00e9t\u00e9 directement affect\u00e9e par les crimes commis au Liberia.<\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\">D'autre part la justice finlandaise va se d\u00e9placer pour des auditions aussi bien en Sierra Leone qu'au Liberia. La toute premi\u00e8re proc\u00e9dure p\u00e9nale qui va prendre place dans la soci\u00e9t\u00e9 directement affect\u00e9e par les crimes commis au Liberia.\nQue pouvaient esp\u00e9rer de mieux les victimes ? Rien. La Finlande offre l\u00e0 une le\u00e7on majeure de l'\u00e9tat de droit o\u00f9 la justice fonctionne au service de la soci\u00e9t\u00e9 m\u00eame \u00e9largie \u00e0 l'international. Ce proc\u00e8s est une aubaine et, pour l'Africain que je suis, j'ose encore esp\u00e9rer que les \u00c9tats Africains vont en tirer les cons\u00e9quences qui s'imposent.<\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\">La mise en \u0153uvre de la responsabilit\u00e9 de Habr\u00e9 a \u00e9t\u00e9 un exercice partiel : il faut tenir la promesse de l'indemnisation des victimes et \u00e9tendre l'exp\u00e9rience \u00e0 d'autres contextes de crimes internationaux. La Finlande a montr\u00e9 la voie pour le Liberia, l'Afrique et le Liberia m\u00eame devraient prendre leur responsabilit\u00e9. Mieux vaut tard que jamais. De plus la coop\u00e9ration de la Sierra Leone et du Liberia pour le bon d\u00e9roulement de cette proc\u00e9dure sera aussi un signe salutaire pour les victimes et une opportunit\u00e9 pour les politiciens locaux de faire le bon choix d'une alliance morale aux c\u00f4t\u00e9s des victimes.<\/p>\n\n\n\n<p class=\"has-text-align-justify wp-block-paragraph\">J'ose esp\u00e9rer que nous tirerons toutes les le\u00e7ons de ce d\u00e9veloppement unique et constructif pour l'\u00e9tat de droit et la lutte effective contre l'impunit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Image Credit: \u00a9 <\/em>Wikimedia Commons.
